Traffic cops by the side of the road
I don’t mind the police in Colombo lately. Since they’re not stretched thin by the war and VIP security they’re able to do some actual policing. They just don’t seem to police themselves. On the way back from work I saw, separately, a cop jeep just stopped in the middle of the road, a cop truck taking an illegal turn against the light and another cop crawling along and obstructing traffic. They’ve started to bust regular drivers for similar infractions, but it’s kinda hard to take them seriously when they break the law themselves.
In Sri Lanka (and anywhere, to degrees) enforcing the law is taken as a sign that you’re above it. Elected and unelected VIPs flagrantly break traffic laws even though they don’t really have a legal right to do so and it’s often not necessary. Cops also will often do whatever they want because who’s going to bust them? Personally, I think the problem in SL driving is that you only get negative reinforcement (everybody drives badly and seems to get ahead) while the positive reinforcement is random and haphazard. The cops will occasionally set up shop to bust people U-turns but that seems more like fishing for money than changing general behavior.
That said, the cops are starting to bust people in Colombo at least and that’s a start. Now if they could only bust themselves.
